An overview of proposal A:

Proposal A was passed by voters in Michigan in 1994.  This put a cap on the taxable value of property until a change of ownership occurs.  The taxable value cannot increase more than the inflation rate multiplier or 5% whichever is less.  The inflation rate
multiplier is determined by the The State Tax Commission determines the inflation rate multiplier each year.

Once a change in ownership occurs the taxable value is uncapped and the taxable value is increased or decreased
(based on market values ) the year after the transfer occurs.

The taxes you pay are based upon the taxable value not the state equalized values.  The taxable value is multiplied
by the millage rates for the current year. 2011 year millage rates were as follows:

    East China School District        22.4829 for Homestead and 40.4829 for Non-Homestead

    Marysville School District           26.4829 for Homestead and 44.4829 for No-Homestead

Any additional fees (trash, special assessments, etc.) will be in addition to the above amounts.
